The 2010 Colorado Health Symposium
Value in Health Care: Improving Quality, Controlling Costs
In the earliest stages of federal health care reform legislation, many critical issues and questions about improving the quality of health care and controlling skyrocketing costs remain. Reducing chronic disease, redesigning the health care delivery system and replacing the fee-for-service payment model with one that's based on results all could lead to better health outcomes at reduced cost. In short, the opportunities to increase value in our health care system are plentiful, but the means to seize them are daunting.

At the 2010 Colorado Health Symposium, participants heard the latest on these issues from national experts and engaged with other health care leaders on realistic solutions to improve quality and control costs.

There's no argument that encouraging people to adopt healthy habits, reducing obesity rates, maintaining robust public health systems and providing basic preventative care like immunizations and screenings can lead to a healthier population. But do we know which have the biggest impact and whether they actually reduce health spending? Can the return on investment be measured and used to determine which are most cost-effective? And should people who disregard basic prevention pay an economic price?

Just as there's no single factor that's responsible for the alarming increase in obesity rates, there's no single strategy that will reverse this trend. Addressing the complex causes of obesity takes comprehensive strategies and community-wide commitment. Panelists will share a variety of successful and promising strategies that address healthy eating, physical activity and chronic disease self-management.

Increasing the Value of Health Care in Colorado
Established by Governor Bill Ritter in 2008, the Center for Improving Value in Health Care (CIVHC) is a coalition of consumers, business leaders, health care providers, insurance companies and state agencies focused on improving quality and increasing cost-effectiveness of health care in Colorado. Panelists will discuss specific CIVHC strategies and the importance of community involvement.

Note: This session will provide a framework for Thursday's breakout, "Increasing the Value of Health Care — One Community At a Time." Groups interested in pursuing health care improvements in their communities should plan to attend both sessions.

Bringing Supermarkets to Low-Income Communities
Fresh, nutritious food is essential for good nutrition, health and well-being. Indeed, people who live in "food deserts" have high rates of diet-related disease and death. This session will examine how low-income communities across the country have organized to attract supermarkets, and highlight similar initiatives underway in Colorado. Panelists will discuss the importance of public policy and finance, and how to use economic development strategies, public/private partnerships and research.

State and federal governments can create the right environment for redesigning health care delivery and reforming the payment system, but actual change happens at the local level. Across the state, communities are leading the way to increasing value in health care. This session will highlight successful initiatives, followed by roundtable discussions for individual communities to begin planning their own initiatives or further work already underway.
