If more children and adults are enrolled in Medicaid, CHP+ or other public coverage programs, they will have access to the care they need.
The Colorado Health Foundation invests its resources in the following ways to increase the number of eligible people enrolled in public insurance programs:
- Simplify enrollment and renewal processes by:
- Automating the process
- Changing the culture of eligibility workers to one that prioritizes enrolling all eligible individuals rather than serving as gatekeepers
- Streamlining administration of Medicaid and CHP+
- Pursuing policy changes that simplify the eligibility and renewal processes
- Providing community-based outreach and application assistance by:
- Positioning enrollment technicians in schools and clinics
- Using existing information and technology to target outreach to individuals who are eligible but not enrolled
- Ensuring that application assistance sites are certified and receive the appropriate training
- Training advocates, physicians and community organizations serving disable individuals to complete Supplemental Security Income (SSI) applications accurately
- Increase eligibility and expand benefits by:
- Pursuing policy changes that increase eligibility for Medicaid, CHP+ and Medicare subsidy programs
- Supporting efforts to expand benefits in Medicaid, CHP+ and other public coverage programs, including mental and dental health services
- Expanding Program of All-Inclusive Care for the Elderly (PACE) programs
- Ensure access to covered health care services by:
- Increasing the number of providers willing to treat people covered by Medicaid, CHP+ and other public programs
- Providing case management to enrollees on how to access needed services and maintain coverage
